(CHISPA). FINAL NOTICE AND PUBLIC EXPLANATION OF A PROPOSED ACTIVITY IN A 100-YEAR FLOODPLAIN CHISPA,Inc.hasconductedanevaluationasrequiredbyExecutive Order11988,inaccordancewithHUDregulationsat24CFR55.20 SubpartCProceduresforMakingDeterminationsonFloodplainMan- agementandWetlandsProtection.TheCityofSalinasistherespon- sibleentityfortheproposedactionastheyaretheunitofgenerallo- calgovernmentthatexerciseslanduseresponsibilitiesontheproject site. Thesubjectsiteis3.03acresinsizeandwasconstructedasamulti- familyresidentialproperty(40units)in1984,referredtoasVistade laTerraza(VDLT).Thepropertyaddressis165-177CarrAvenue(As- sessorParcelNumbers:004-021-019,and004-081-034)andislocated intheCityofSalinas,MontereyCounty,California.Theunitsconsist oftwo,three,andfourbedroomdwellingunitsin9differentbuild- ings(buildingA,B,C,D,E,F,G,HandJ).Theprojectsiteiscurrentlyoc- cupied by a 40 unit multi-family housing development. Aportionoftheprojectsite,islocatedwithintheAEfloodzone identifiedontheFederalInsuranceRateMapNo.06053C0217G(Ef- fectiveDateApril2,2009).AreaswithinanAEfloodzonehavea1% annualchanceoffloodinganda26%chanceoffloodingoverthe lifeofa30–yearmortgage.Inmostinstances,basefloodelevations derivedfromdetailedanalysesareshownatselectedintervalswithin thesezones.TheprojectsiteisadjacenttoCarrLake,whichreceives flowfromtheGabilanMountainsviaGabilan,NatividadandAlisal Creeks. TheprojectknownasVistadelaTerrazaandisproposingtorehabili- tatethepropertyinthreephases.PhaseIisthefirstphaseofa3 phaserehabilitationprocess.ThePhase1processincludestheunder- pinningofBuildingJwithhelicalfoundationpiers.Thefillslopebe- lowbuildingJwillbesupportedbyanewretainingwallwithtieback anchors.DrainageimprovementswillincludeFrenchdrainsand draininletstiedintodownspouts.BuildingJiscomprisedofseven units located at 170 Carr Avenue. PhaseIIwillincludetheunderpinningofBuildingsHandFaswellas anewdrainagesystemtocollectandconveysurfacestormwaterto theexistingstormdrainsystem.PhaseIIIwillincludetheinstallation ofshearwallsonthesouthsideofallbuildings,re-roofandtheelim- inationofskylights,painting,exteriorlightfixtures,flooring,rehab ofexteriorlandings,exteriordoorreplacements,newwindowsand drainage improvements. FundingthatmaybeusedforredevelopmentactivitiesfromtheU.S. DepartmentofHUDincludebutarenotlimitedtothefollowingprograms: •CityofSalinasEntitlementHOMEProgramfundsauthorizedunder TitleIIofPublicLawNo.101-625,104Stat.4079(Nov.28,1990),(42 USC12701),knownastheCranston-GonzalezNationalAffordable HousingActof1990asamendedbytheHousingandCommunityDe- velopment Act of 1992, Public Law No. 102-550; and •CityofSalinasEntitlementCDBG-Theprogramisauthorizedun- derTitle1oftheHousingandCommunityDevelopmentActof1974, Public Law 93-383, as amended; 42 U.S.C.-5301 et seq. , CHISPA has considered the following alternatives: Adeterminationhasbeenmadethatthereisnopracticablealterna- tivetotheproposeddevelopmentinal00-yearfloodplainzonefor thefollowingreasons:1)thereisademonstratedneedforlow- incomehousingintheCityofSalinas,2)theprojectisexistingandis includedintheCityofSalinasHousingElementas40affordable units,and3)theprojectdoesandwillcontinuetoconformwithall applicableStateandlocalfloodplainmanagementstandards,4)the projectexceedsthefreeboardrequirementbyonefoot,5)Thelow- estfinishfloorelevationintheVistadelaTerrazahousingdevelop- mentis3feethigherthanthebasefloodelevation(BFE),6)CHISPA hasnoalternativesiteslocatedoutsidethefloodplainthatwouldac- commodate40unitsand7)noadditionalimpactstothefloodplain would occur as a result of the proposed project. CHISPAhasreevaluatedthealternativestobuildinginthefloodplain andhasdeterminedthatithasnopracticablealternative.Environ- mentalfilesthatdocumentcompliancewithsteps3through6ofEx- ecutiveOrder11988,areavailableforpublicinspection,reviewand copyinguponrequestatthetimesandlocationdelineatedinthelast paragraph of this notice for receipt of comments. Therearethreeprimarypurposesforthisnotice.First,peoplewho maybeaffectedbyactivitiesinfloodplainsandthosewhohavean interestintheprotectionofthenaturalenvironmentshouldbegiven anopportunitytoexpresstheirconcernsandprovideinformation abouttheseareas.Second,anadequatepublicnoticeprogramcan beanimportantpubliceducationaltool.Thedisseminationofinfor- mationandrequestforpubliccommentaboutfloodplainscanfacili- tateandenhanceFederaleffortstoreducetherisksandimpactsas- sociatedwiththeoccupancyandmodificationofthesespecialareas. Third,asamatteroffairness,whentheFederalgovernmentdeter- minesitwillparticipateinactionstakingplaceinfloodplains,itmust inform those who may be put at greater or continued risk. FINDING OF NO SIGNIFICANT IMPACT TheCityofSalinashasdeterminedthattheprojectwillhavenosig- nificantimpactonthehumanenvironment.ThereforeanEnviron- mentalImpactStatementundertheNationalEnvironmentalPolicy Act1969isnotrequired.Theactivitiesproposedarecategoricallyex- cludedunderHUDregulationsat24CFRPart58fromNationalEnvi- ronmentalPolicyAct(NEPA).TheCityofSalinaswillusetheAppen- dixAformattosupplementthisERRwithadditionalsite-specificre- viewsfurtheraddressingHistoricPreservation,ExplosiveandFlamma- bleOperations,AirportClearZones,FloodInsurance,ToxicSubstan- cesandHazardousMaterialspriortoapprovinganyloanorgrantun- dertheseprograms.Additionalprojectinformationiscontainedin theEnvironmentalReviewRecord(ERR)onfileattheCityofSalinas, HousingDivision,CommunityandEconomicDevelopmentDepart- ment,200LincolnAvenue,Salinas,California93901(Attn:Anastacia Wyatt,PlanningManager),orCommunityImprovementSystems PlanningAdministration,Inc.(CHISPA,Inc.),295MainStreet,Suite 100Salinas,CA93901,andmaybeexaminedorcopiedMondaythru Thursday 9:00 A.M to 4 :00 P.M.
