TheprojectknownasVistadelaTerrazaandisproposingtorehabili- tatethepropertyinthreephases.PhaseIisthefirstphaseofa3 phaserehabilitationprocess.ThePhase1processincludestheunder- pinningofBuildingJwithhelicalfoundationpiers.Thefillslopebe- lowbuildingJwillbesupportedbyanewretainingwallwithtieback anchors.DrainageimprovementswillincludeFrenchdrainsand draininletstiedintodownspouts.BuildingJiscomprisedofseven units located at 170 Carr Avenue. PhaseIIwillincludetheunderpinningofBuildingsHandFaswellas anewdrainagesystemtocollectandconveysurfacestormwaterto theexistingstormdrainsystem.PhaseIIIwillincludetheinstallation drainage improvements. CHISPA has considered the following alternatives: Adeterminationhasbeenmadethatthereisnopracticablealterna- tivetotheproposeddevelopmentinal00-yearfloodplainzonefor includedintheCityofSalinasHousingElementas40affordable estfinishfloorelevationintheVistadelaTerrazahousingdevelop- hasnoalternativesiteslocatedoutsidethefloodplainthatwouldac- commodate40unitsand7)noadditionalimpactstothefloodplain would occur as a result of the proposed project.
