SALINAS Herbert E.Davis III Herbert E. Davis III, 73, of Salinas, died Wednesday, Feb. 19, markets. He was a mechanic and electronics repairman. He loved life and ways always on the go.

He was an optimist and loved to gamble. He was a friend to one and all, especially children. He played football and ran track for Alisal High School. His music idol was Elvis Presley, whom he imitated while playing karaoke. Survivors: Wife, Isabel Villaneda of Salinas; son, Alex Valencia of Las Vegas, daughters, Danielle Vasquez of Los Banos and Sandy Krystal Zamudio Valencia of Salinas; sisters, Neni-ta "Nita" Graves of Washington; Nora Carnell and Nell Taylan of Salinas, Noemi "Emy" Donegan of Renton, and Alma Jane Valencia Gross of Concord; and five grandchildren.

Arrangements: Whitehurst Muller Funeral Service MONTEREY Rose Siino Gustaveson Rose Siino Gustaveson, 85, died Wednesday, Feb. 19, 2003, at Cen By Christina Almeida The Associated Press LOS ANGELES Elected leaders of the nation's second-largest city on Friday approved a resolution opposing a unilateral war against Iraq and urging the Bush administration to exhaust all diplomatic options before committing military forces. The City Council voted 9-4 for the resolution after backers gave impassioned speeches that were cheered by hundreds of peace activists who packed the council chamber. Mayor James Hahn signed the resolution, making it the city's official position on Iraq. "I hope people understand we're not a bunch of crazy politicians trying to dictate federal policy," said Councilman Ed Reyes, who voted for the resolution.

"We are echoing the sentiments of people who are hurting. Where do we begin to matter in the priority of our federal dollars?" The resolution had failed to garner enough support at Tuesday's council meeting, but it was reworked to gain the additional vote needed for passage. Coun-cilwoman Jan Perry switched her vote after language calling for increased funding for the city's homeless veterans was included. The resolution asserted that "the strength of NATO and of the' United Nations rests on consensus" and that "the United States should make every effort to work within the United Nations framework and leave war as an option of last resort." It also said the billions of dollars that would be spent on war would likely cause further cuts in federally funded programs that benefit the city. War would also draw away hundreds of police officers and other city employees who are military reservists, it said.

The resolution stated that the council recognized that "Saddam Hussein has perpetuated great human rights abuses with aims contrary to peace," but it warned that war would "take the lives of untold Iraqis," mostly noncom-batants. Freeman, former Minnesota governor and agriculture secretary under Presidents Kennedy and Johnson, died Thursday night. He was 84. Freeman died of complications from Alzheimer's disease. Freeman was among a generation of nationally prominent leaders from Minnesota's Democratic-Farmer-Labor Party. Freeman won the first of three two-year terms as governor in 1954, after an unsuccessful try in 1952.

Just 36, he beat Republican C. Elmer Anderson to become the state's first non-Republican governor in 17 years. In 1960, Freeman supported Humphrey's unsuccessful try for the Democratic presidential nomination. But after Humphrey withdrew, Freeman delivered John F. Kennedy's nominating speech at the Democratic National Convention, prompting angry letters from some I I I 'jf 2003, in his home of an unexpected illness.

He was born on Dec. 12, 1929, in Salinas. He is a lifelong resident of Monterey County. He was a self-employed property manager Herbert Davis III SALINAS Aleen Marie 'Mike' Muscutt Aleen Marie "Mike" Muscutt, 84, of Salinas, died Friday, Feb. 21, 2003, in Turlock following a short illness.

She was born on Feb. 19, 1919, in King City. She was a registered nurse for Natividad Medical Center for 20 years. She loved her family, taking trips to Fuji, sailing and traveling to San Francisco for plays. She also made lunches for Dorothy's Kitchen in Salinas.

Robert G. Stephens a former congressman who also helped prosecute Nazi war criminals in Nuremberg, has died. He was 89. He died Thursday. Stephens served in the House from 1961 to 1977 after a decade in the state Legislature.
