Neydene was born Sept 29, 1925, in Clint, Texas. A 45-year resident of Salinas, she was a longtime member of the First Baptist Church of Salinas, worked for the law firm of Nolan, Hammerly, Etienne and Hoss for 29 years, and drove for Meals On Wheels for about 20 years.

Survivors: Daughters, Bryana Fremgling, Gayl Robison and Lynn Kons; seven grandchildren and five great-grandchildren. SALINAS SALINAS Esperanza C. Perez Esperanza C. Perez, 83, of Salinas, died Monday, Sept. 2006.

SALINAS Dorothy L. Bardin Dorothy L. Bardin, 88, of Salinas, died peacefully in her Salinas home Saturday, Sept. 16, 2006. Dorothy was born Dec.

13, 1917, in Hollister to the Marcus ranch family. She married Hollister rancher Ralph Swanson in 1945. Widowed in 1961, she raised her three children, Bob, Lillian and Margaretta, on the Swanson Ranch. In 1971, she married Salinas cattle rancher Jim Bardin, who preceded her in death in 1996. Her responsibilities and decision-making in their cattle operation continued until her death.

Her devout Christianity and personal grace endear and will endure in family and friends. Survivors: Son, Bob (Carol) Swanson of Hollister; daughters, Lillian Swanson of Salinas, Margaretta (Jim) Patrick of Oklahoma; stepdaughter, Francine (Randy) Ricca of Salinas; grandchildren, Pete Swanson, Bob Swanson, Rob Swanson, Jamie Patrick, Bonnie Bardin, Rose Bardin and Mia Ricca; six great-grandchildren. 13, 2006, at Westland House, a building renamed just last year in her Helen Geis Westland honor by Community Hospital of the Monterey Peninsula. A resident of Pebble Beach, Helen was well-known and admired on the Monterey Peninsula for her resolute passion to promote and fundraise for hospice care. She led many efforts to raise money to build a hospice inpatient care center, which opened in Monterey in 1994, and for hospice patient care in general. Born Helen Geis in Salina, she attended the University of Kansas in Lawrence. During World War II, she volunteered for the American Red Cross in England and the Far East.

She later worked on Gen. Dwight D. Eisenhower's presidential campaign. In 1958, Helen was named confidential assistant to Frederick H. Mueller, President Eisenhower's secretary of commerce.

She married U.S. Rep. Jack Westland, R- Everett, Washington, in 1959. The couple, avid golfers, retired to Pebble Beach in 1965. Her husband died in 1982.

Helen became a founding board member of the first hospice program in Monterey County in 1978. In 1997, she was a member of the board that formed Hospice Foundation, an organization created to raise funds and make grants to local hospice and end-of-life care programs. She remained a voting member of that board until 1998, when Hospice Foundation awarded her the honorary Emeritus title to recognize and honor her long-time, extraordinary commitment to the hospice caring ideal. She remained active with the Foundation and the auxiliary until 2004. In 1998, Hospice Foundation established an award bearing her name that annually recognizes individuals who share her commitment to hospice through their volunteerism.

The Foundation's Legacy Society was renamed in her honor, and she was named guest of honor at the Hospice Foundation Golf Scramble in 2000 and the Hospice Foundation Ball in 2004. Survivors: Brother, Bob Geis of Denver, 12 nieces and nephews; numerous grandnieces and grandnephews. Celebration: A celebration of Helen's life will be held at 11 a.m. Saturday, Sept. 30, at Carmel Mission Basilica, with a reception to follow in Crespi Hall at the Mission.

She wrote two books, "The Secret War," in 1980, and "Spyglass: The Autobiography of Helene Deschamps Adams." SALINAS Velma R. Bautista Velma R.

Bautista, 88, of Salinas, died Tuesday, Sept. 19, 2006, at Salinas Valley Memorial Hospital. Velma was born Oct. 3, 1917, in Oroville, Calif. Velma graduated from Salinas High School in 1936.

She is preceded in death by her husband, Mike Bautista; brother, Manuel Roche; sister, Nora Ordonez. Survivors: Nephews, Barney Lozares, of Cathey's Valley, Lester DeAsis, of Portland, Leon DeAsis Jr. of Salinas; niece, Mildred Cabihi, of Fernley, Nev. She had numerous great-nieces and nephews. I Disposition: Cremation to be conducted by Healey Crematory Co.

SALINAS Jules Medzyk Jules Medzyk, beloved husband and father, passed away Sept. 14, 2006, Jules Medzyk at age 91. He was born Jan. 10, 1915, in Chicago, Ill. He served during World War II as a communications tech and warplanes.

After a 30-year career, Jules retired as a senior master sergeant. In 1947, in Paris, France, Jules met and married Jacqueline Paris. They had three daughters. He was a devoted and loyal husband during their marriage of 59 wonderful years. He was a strong, comforting, wonderful father.

He was very loved and will be very much missed. Jules and Jacqueline were residents of Colorado Springs, for more than 30 years, and moved California to be closer to their children. Military: U.S. Air Force. Survivors: Wife, Jacqueline; daughters, Chantal Medzyk, Francoise Monty and Irene Medzyk; grandchildren, Natalie hind Gregory Monty.

Governor signs sea otter protection bill The Associated Press MONTEREY Sea otters are getting more state protection. Gov.Arnold Schwarzenegger signed a bill Monday that increases the fine from $5,000 to $25,000 for killing sea otters and creates an income tax option for those who designate a portion of their earnings to support sea otter research. The bill, sponsored by Assemblymen Dave Jones, D-Sacramento, and John Laird, D-Santa Cruz, also requires a warning label be placed on kitty litter bags sold in California that informs consumers parasites in cat feces can ultimately affect sea otters if the litter is flushed down the toilet.

On Nov 5, 1977, he was united in marriage to Terry Milczarski in San Diego.

After working for various insurance companies in the Los Angeles area, San Diego and Tucson, he was hired by Sequoia Insurance Co. in Monterey to be the controller of the accounting department. He served in this position for 10 years and loved going to work every day. He loved spending time with his family and especially treasured the many family vacations over the years. He is preceded in death by his father, Rex Casper of Poway.

Memberships: Gary was involved with the Boy Scouts of America his entire life. He joined the Cub Scouts when he was a young boy and earned the Arrow of Light. He then joined the Boy Scouts, and after countless campouts and activities, he earned the rank of Eagle Scout in 1 1971 with Troop 207 of San Diego County Council. Gary went on to hold numerous positions in scouting, but he was most proud of being a Scoutmaster for his son's Troop 285 in Prunedale. Gary also received the Salinas River District Award of Merit and the National President's Scoutmaster Award of Merit.

In 2001, he attended the National Scout Jamboree, a trip he made with his son and had waited his entire life to do. Gary's service and dedication to the Boy Scouts of America has inspired many young men. When Gary's daughter, Diane, became older, he got involved in the Girl Scouts as well. He started his service to the council by serving as the treasurer on the Council Executive Board from 2004 to 2006. In 2004, he was also one of the main adult leaders in the newly formed Girl Scout White Stag Leadership Training; he served on its staff for two alongside Diane.

In years September 2005, the program changed and became the Artemis Leadership Training Adventure, and he served as its first course director. Gary inspired young women in the Monterey Bay area to become leaders and make a difference in the world. Military: He spent one year at the U.S. Air Force Academy. Survivors: Wife of 29 years, Terry Casper; children, Brian and Diane Casper; mother, Betty Casper of Poway; brothers, Bob Casper of San Diego and David Casper of Poway; sisters, Sandy Grome of Austin, Texas, Linda Markham of San Diego and Sherri McAvoy of Washington, Ga.

The Casper family thanks Dr. James Smith and Dr. Shehzad Aziz, both of Salinas, for their dedication and service as Gary's cancer surgeon and doctor. They also thank Central Coast Hospice and the Westland House staff for their support and care giving. Celebration of Life: 7 p.m.
