Questions: 754-4260. Governor proposes $9B water bond The Associated Press SACRAMENTO Gov. Arnold Schwarzenegger on Tuesday proposed a $9 billion water bond measure that would earmark more than half the money for dams opposed by most of the Democrats who dominate the Legislature. The proposal eclipses the governor's previous $5.9 billion bond plan, in large part by adding a third dam project in Contra Costa County. Whether the lawmakers will go along with dams and how much they are willing to pay for them will be a key part of the negotiations in the Legislature's upcoming special session on water projects.

The forem a revealed the split after Phil Spector be in ordered by the judge to not indicate how many favored guilt and how many favored acquittal. The foreman also said the jury had taken four ballots. The judge asked if there was any way he could help, including re-reading specific instructions, finding new instructions or clarifying instructions, or even having attorneys re-argue part or all of the case. "Do you believe that as the foreperson that any of these might assist the jury in resolving its dispute?" Superior Court Judge Larry Paul Fidler asked. "We've discussed that at some length," the foreman said.

"I believe it comes down to the individual jurors' conclusions that are drawn from the facts. At this time I don't believe that anything else will change the positions of the jurors, based on the facts that are in evidence." Polled individually, some jurors agreed with the foreman and others disagreed. One suggested further instruction about reasonable doubt. The judge, amid discussions with lawyers, told the jury he wanted them to take a break and sent them home with orders to return today, possibly for more instructions or to have the lawyers re-argue part of the case.
